Getting around working-class neighborhoods in 2021: the challenge of mobility and urban and social cohesion policies

With the study " Quartiers populaires et politiques de mobilités : enjeux et retours d'expériences locales " the AdCF-Intercommunalités de FranceFrance urbaine and Transdev offer an illustrated analysis of the place and role of mobility today in working-class neighborhoods in France.

Destined for local and national players in urban policy, mobility this study highlights the decisive elements for a fine apprehension of the challenges of public policy transversality at the start of the 2020/2026 local mandate.  It also intends to show that the diversity of projects in favor of mobility fully participates in the urban and social cohesion policies carried by communities and metropolises.

While mobility " everywhere, for everyone " is affirmed by recent laws, and is seen as a structuring lever for the development of living areas, there are still today some 5 million inhabitants of priority neighborhoods or territories concerned by urban policy, for whom getting around is a difficulty.

In 2021, the question of mobility therefore remains for local elected officials, a strong everyday challenge for the disenclavement of priority neighborhoods, for access to employment, training, services and leisure, ... and a particular challenge to be carried out in cooperation with mobility players.

Designed as a guide, the study highlights a variety of initiatives and experiments carried out in the field to meet these travel needs at the intersection of policies for social and urban cohesion, access to employment, and more broadly " right to the city ". The second part of the book is devoted to the strategies and practices of a dozen territories: Saint-Etienne Métropole, Toulouse Métropole, Orléans Métropole, Limoges Métropole, Nantes Métropole, Grand Verdun Agglomération, Dracénie Provence Verdon Agglomération, Pays de Saint-Omer agglomération, Seine-Eure agglomération, and the communauté de communes du Sud-Avesnois.

This study proposes common benchmarks and avenues for reflection on:

  • The continued opening up of neighborhoods,
  • the obstacles to mobility for residents of working-class neighborhoods,
  • mobility and the path to employment,
  • the challenge of cooperation between all players.
