CTM Group and Transdev Maroc formalize strategic partnership through Issal joint ventures to support the development of urban and peri-urban public transportation in Morocco

CTM Group and Transdev Maroc announce the formalization of their strategic partnership through their subsidiaries Issal Fès, Issal Tanger and Issal Tétouan, respectively owned 51% by CTM and 49% by Transdev Maroc.

These joint ventures are dedicated to the development and operation of urban and peri-urban public transportation networks in Morocco.

The transactions have been authorized by the Moroccan Competition Council, in accordance with its decision dated June 8, 2026.

Through this partnership, CTM Group and Transdev Maroc operate several urban and peri-urban bus networks under delegated management contracts awarded by local authorities and supervised by the Ministry of the Interior:

  • In Tétouan, since November 2023 through Issal Madina, and now under a new contract through Issal Tétouan since May 2026, with a fleet that will ultimately comprise 194 new buses, on behalf of the Achamal Al Gharbi Intermunicipal Cooperation Establishment;
  • In Fès, since September 2025 through Issal Fès, with a fleet of 149 new buses for the Municipality of Fès, where a BRT (Bus Rapid Transit) project is currently under consideration;
  • In Tangiers, since December 2025 through Issal Tanger, with a fleet of 216 new buses on behalf of the Al Boughaz Intermunicipal Cooperation Establishment and Tanja Mobilité, eventually reaching 323 vehicles with the BRT project.

These three contracts have been awarded for an operating period of ten years.

Against a backdrop of major transformation in urban mobility, Morocco has launched an ambitious program to modernize public bus transportation, with an estimated investment of MAD 11 billion, i.e. over €1 billion, for the 2025-2029 period. Jointly led by the Ministry of the Interior and the Regions, this program covers 37 Moroccan cities and aims to sustainably improve the quality, performance and attractiveness of urban transportation networks.

The creation of the Issal subsidiaries is fully aligned with this national momentum, leveraging the complementarity between CTM Group’s operational expertise and Transdev’s international know-how in urban mobility.
